[61] An important sign of Hitler`s change in perception of the United Kingdom was his decision in January 1939, Give the navy first priority in allocating money, skilled workers and raw materials and launch Plan Z to build a colossal navy of war consisting of 10 battleships, 16 «pocket boaters,» 8 aircraft carriers, 5 heavy cruisers, 36 light cruisers and 249 submarines until 1944 to dismantle the Royal Navy. [62] Given that the fleet in Plan Z was significantly larger than was permitted in the 35:100 report in the agreement, it was inevitable that Germany would renounce it. In the winter of 1938-1939, it became clearer to London that the Germans no longer wanted to respect the agreement, which played a role in deepening Anglo-German relations. [63] In October 1938, reports were received that the Germans were denouncing the agreement, and Halifax was using cabinet discussions for the need for a tougher policy with the Empire. [64] The German declaration of 9 December 1938, which allowed 100% quota to be built in submarines by the agreement and at the borders in heavy cruisers led to a speech by Chamberlain to correspondents of the German News Agency in London, which preceded the «vain of ambition, when ambition led to the desire for domination». On June 2, 1935, Ribbentrop arrived in London.

The talks began on Tuesday, June 4, 1935 at the Admiralty office with Ribbentrop at the head of the German delegation and Simon of the British delegation. [39] Ribbentrop, determined to succeed in his mission, began his discussions by saying that Britain could accept the 35:100 report until the weekend as «fixed and immutable», or the German delegation would return home, and the Germans would build their navy in all desired sizes. [36] [40] Simon was visibly annoyed by Ribbentrop`s behaviour: «It is not common to set such conditions at the beginning of negotiations.» Simon left the conversation. [40] On 5 June 1935, the British delegation changed its mind. In a report to the British cabinet, «it was definitively of the opinion that, in our own interest, we should accept this offer from Mr Hitler while it is still outstanding…. If we now refuse to accept the offer for these discussions, Mr Hitler will withdraw the offer and Germany will try to build at a level above 35 per cent…. Given Germany`s past and well-known ability to become a serious naval rival to this country, we can regret it if we don`t seize this opportunity… ». [41] Also on 5 June, during discussions between Sir Robert Craigie, an expert on the US Navy and head of the US State Department, and Ribbentrop`s deputy, Admiral Karl-Georg Schuster, the Germans acknowledged that the ratio was 35:100 in tonnage of
